03.15.22 | Regional Solid Waste Management Plan 2021-2031 The NEGRC would like to announce the update of the 2021-2031 Northeast Georgia Regional Solid Waste Management Plan (SWMP). This Plan has been developed for the ten counties and 47 municipalities that are included within the jurisdiction of the Northeast Georgia Regional Solid Waste Management Authority (NEGRSWMA), and includes strategies for each jurisdiction regarding the disposal of solid waste and recycling. Counties include Athens-Clarke, Barrow, Elbert, Greene, Jackson, Madison, Morgan, Oconee, Oglethorpe, and Walton. The Georgia Comprehensive Solid Waste Management Act, as amended in 2011, requires county and municipal governments to develop or be included in a comprehensive solid waste management plan pursuant to the requirements set forth in O.C.G.A. Section 12-8-31.1. This plan includes activities addressed at the regional, collaborative scale; however, the required planning elements are addressed on a county-by-county basis. | ||

06.17.21 | Economic Recovery + Resilience Plan In July of 2020, the US Economic Development Administration (EDA) awarded Coronavirus Aid, Relief, and Economic Security (CARES) Act funding to the Northeast Georgia Regional Commission (NEGRC) to assist with regional economic recovery and resilience-building efforts. The NEGRC recently finalized and adopted the Economic Recovery + Resilience (ER+R) Plan for Northeast Georgia to help guide those efforts. The ER+R Plan was developed through data analysis, surveys, and discussions with local public, private, and non-profit entities involved in economic development and key issue areas, including broadband, housing, and workforce. In total, outreach efforts amassed input from over 350 representatives, from every county in the region, multiple municipalities, regional and state officials, as well as from private and non-profit representatives. | ||

01.04.21 | Northeast Georgia COVID-19 Economic Impact Assessment (2020) In July of 2020, the US Economic Development Administration (EDA) awarded CARES Act funding to the Northeast Georgia Regional Commission (NEGRC) to assist with regional economic recovery and resilience-building efforts. The Northeast Georgia COVID-19 Impact Assessment, completed December 2020, is one of the first steps toward preparing an economic recovery and resilience plan to guide those efforts. This assessment was prepared in partnership with the Georgia Tech Center for Economic Development Research. Note that this report contains time-sensitive data on COVID-19 trends in communities accessed from September through December 2020. Databases that Georgia Tech subscribes to and typically uses for sociodemographic analysis may lag by several months or more. Every effort was made to collect the most recent real-time information using publicly available data from widely-recognized and reliable sources. The use and applicability of this data on the Northeast Georgia region may change as the COVID-19 pandemic evolves. | ||

08.13.20 | A Complete Streets Guide Complete Streets is a policy and design initiative formed in response to the danger found on roadways worldwide. Rather than designing the street primarily for automobile usage, this approach designs corridors that are safe for all types of travel, thereby “completing” the street. Based on urban planner Jeff Speck’s definition, a Complete Street is useful, comfortable, interesting, and safe for ages 8-80. Streets designed to account for the inability to drive and the impulsiveness of an eight-year-old, as well as the mobility challenges of an 80-year-old, will naturally be safe for the rest of the population. The Complete Streets philosophy is often paired with the Vision Zero initiative (a strategy to eliminate all traffic fatalities and severe injuries) because both share the goal of making streets safe for everyone. | ||
08.03.20 | Northeast Georgia Regional Housing & Transportation Analysis This document offers a brief local analysis of the Northeast Georgia region’s housing and transportation sectors. Housing and transportation are two of the most influential components of our economy, urban form, and daily life. Where and how we live is directly linked to an extensive variety of positive and negative socioeconomic outcomes (https://www.opportunityatlas.org/, 2020). For instance, our mode of transportation has far reaching impacts on our mental health (Avila-Palencia, 2018) and economic mobility (Bullard, 2003). Also, according to the U.S. Department of Transportation, housing costs are the single largest expense for most households. When combined, these two necessities account for approximately half of the average U.S. household budget (https://www.transportation.gov/mission/health/housing-and-transportation-affordability, 2015). | ||
08.03.20 | Small Business and the Northeast Georgia Region The state of Georgia ranks #1 in the US for small business climate by the National Federation of Independent Business: Small Business Association (2018) and ranks #3 overall in the US as Best State to Start a Business (WalletHub, 2019). The purpose of this document is to analyze small business in the Northeast Georgia region and to provide a guide for local governments to improve and expand their resources in the support and creation of small businesses. This document seeks to meet the goals laid out by the Northeast Georgia Regional Commission (NEGRC) in the Regional Plan (2018); specifically, it aims to support the NEGRC’s goal of enhancing economic competitiveness across the region and providing a regional outlook on small-business best practices. | ||
08.03.20 | Transportation Planning & Prioritization Guide Through the stakeholder input process associated with the 2018 regional plan update, the Regional Commission identified the need for local governments to address aging infrastructure and allocate limited resources efficiently, especially in regards to transportation. This document serves as the implementation measure associated with that work: a feasibility study and guide for cities and counties to develop transportation prioritization and management processes, including a step-by-step Suggested Transportation Prioritization Process in Chapter 4.
