The PGS Division is also offering technical assistance to communities wishing to assess their transportation needs and prioritize improvements and expansions.<a href=\"https:\/\/negrc.org\/uploads\/sites\/4\/2020\/08\/FINAL-Transportation-Prioritization.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-52575 alignright\" src=\"https:\/\/negrc.org\/uploads\/sites\/4\/2020\/08\/Transportation-Prioritization-Guide-NEGRC_PlanCover_square.jpg\" alt=\"\" width=\"448\" height=\"448\" srcset=\"https:\/\/negrc.org\/uploads\/sites\/4\/2020\/08\/Transportation-Prioritization-Guide-NEGRC_PlanCover_square.jpg 650w, https:\/\/negrc.org\/uploads\/sites\/4\/2020\/08\/Transportation-Prioritization-Guide-NEGRC_PlanCover_square-300x300.jpg 300w, https:\/\/negrc.org\/uploads\/sites\/4\/2020\/08\/Transportation-Prioritization-Guide-NEGRC_PlanCover_square-150x150.jpg 150w\" sizes=\"(max-width: 448px) 100vw, 448px\" \/><\/a><\/p>\n<p>During development of the 2018 update to the <a href=\"http:\/\/negrc.org\/uploads\/sites\/4\/2019\/05\/NEGRC-RegionalPlanUpdate_s.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Northeast Georgia Regional Plan<\/a>, stakeholders identified the need for local governments to address aging infrastructure and allocate limited resources efficiently, especially in regards to transportation.\u00a0 In response, the Regional Commission has published a guide for cities and counties to conduct transportation planning and prioritization activities.\u00a0 Staff are available to provide direct assistance to local governments in these areas.<\/p>\n<p><a href=\"https:\/\/negrc.org\/uploads\/sites\/4\/2020\/08\/FINAL-Transportation-Prioritization.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><u>Transportation Planning &amp; Prioritization: A Guide for Local Governments<\/u><\/a> presents a review of best practices in the field; context on how Northeast Georgia communities handle transportation decision-making; a suggested transportation prioritization process for cities and counties; a local case study from the region; and a debrief and evaluation.<\/p>\n<p>Based on the Guide\u2019s findings, the NEGRC recommends that local governments adhere to the following steps:<\/p>\n<ol>\n<li>Determine values and principles through a public process;<\/li>\n<li>Select criteria and metrics to evaluate candidate projects;<\/li>\n<li>Rank projects as part of a clear, concise, and unbiased methodology;<\/li>\n<li>Implement through a phase-based work program that includes immediately actionable projects and a shovel-ready list to leverage funding opportunities; and<\/li>\n<li>Evaluate and adapt the implementation program and the prioritization process to account for successes and lessons learned.<\/li>\n<\/ol>\n<p>The Planning and Government Services Division is prepared to provide transportation prioritization services for cities and counties, including development of tailored documents that fit the needs of individual communities.\u00a0 Staff will follow the steps cited above to facilitate public and stakeholder involvement, work with leadership to rank projects based on criteria unique to each community, and formulate implementation and evaluation frameworks.\u00a0 If the local comprehensive plan\u2019s short-term work program identifies the need for transportation planning or prioritization, the NEGRC may be able to cost-share the project with state funding for a reduced local fee.<\/p>\n<p>Contact John Devine, AICP, NEGRC Principal Planner, at <u><a href=\"m&#97;&#105;&#x6c;&#x74;&#x6f;:&#106;&#100;&#x65;&#x76;&#x69;ne&#64;&#x6e;&#x65;&#x67;rc&#46;&#111;&#x72;&#x67;\">&#106;&#x64;&#101;&#x76;i&#x6e;e&#64;&#x6e;&#101;&#x67;&#114;&#x63;&#46;&#x6f;r&#103;<\/a><\/u> more information.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The NEGRC&#8217;s Planning &amp; Government Services Division recently released a new guide for transportation planning &amp; prioritization.
